Dave Turner is a counterintelligence (CI) subject matter expert with specialized experience in offensive CI operations (OFCO), counterespionage investigations, and Military CI Collection (MCC) activities. He is a certified CI Special Agent and OFCO Case Officer. His 30+ year career includes leading, conducting and training OFCO and the full spectrum of CI activities in both peacetime, and in conflict, for the U.S. Army, U.S. Central Command, Northern Command, Southern Command, and European Command strategic counterintelligence organizations.
Mr. Turner served in the Directorate of Operations, Army Counterintelligence Command, Fort Meade, MD, where he served as the Chief of Operations for Army OFCO technical and operational oversight. During federal civil service from 2009-2023, Mr. Turner was the Deputy Director of the Army Counterintelligence School, Fort Huachuca, AZ. Mr. Turner led CENTCOM’s Alpha Team, Joint CI Unit-Iraq (winning the DoD OFCO Team Award) and served in OFCO assignments as both the Chief of Operations for the Army Foreign CI Activity (USAFCA) Detachment 14 in Fort Meade, MD, and Case Officer for USAFCA Detachment 15 in Stuttgart, Germany. During his active-duty career as a SIGINT non-commissioned officer, and CI Officer, beginning in 1983, Mr. Turner served as a CI Detachment Commander, CI Staff Officer (902d MI Group and EUCOM), National Security Agency Liaison, and SIGINT interceptor (8th Infantry Division and V Corps). Mr. Turner also has experience conducting applicant background investigations for the FBI, OPM, and U.S. Border Patrol. Mr. Turner was the Officer in Charge of the 902d MI Group Surveillance team, providing surveillance, counter-surveillance, counterterrorist, and scenario training for senior officers being assigned worldwide as U.S. Defense Attaches. Mr. Turner supervised a team of 15–20 special agents in all aspects of training, vehicular and foot surveillance, and scenario role-playing.
Mr. Turner earned the Army’s Senior Instructor Badge at the Army CI Special Agent and Officer Course.
He was a frequent guest instructor for the JCITA Foreign CI Operations Course, and planned, developed, and delivered training during operational assignments to ensure success and oversight of operations. He earned the Secretary of Defense Medal for Global War on Terrorism for service in Iraq.
