About Michael Scott Sparks

Scott Sparks is a nationally recognized counterintelligence (CI) leader, educator, and innovator with over 30 years of operational and strategic experience across the U.S. Army, U.S. Central Command (CENTCOM), and the Defense Intelligence Agency (DIA). A certified CI Special Agent and Offensive Counterintelligence (OFCO) Case Officer, Mr. Sparks has been at the forefront of America’s counterespionage and insider-threat missions for more than three decades.

As DIA’s Chief of Counterintelligence Operations, he directed global OFCO and cyber-domain CI activities protecting critical defense technologies and national security programs. Earlier in his career, he led CENTCOM’s Joint CI Unit–Afghanistan and commanded multiple CI detachments in Germany, Korea, and Fort Meade, spearheading sensitive CI and counterespionage operations during periods of intense global activity.

Mr. Sparks has also shaped the next generation of CI professionals. As a frequent guest instructor at the Joint CI Training Academy (JCITA), he developed and delivered advanced training for CI officers worldwide, ensuring compliance with Department of Defense certification and oversight standards. His expertise bridges the tactical and strategic, linking human psychology, cyber operations, and national security risk.

Prior to co-founding IXN Solutions, Mr. Sparks served as a CI consultant for MITRE Corporation, advising senior government leaders on the evaluation and modernization of CI programs. At IXN Solutions, he applies this depth of experience to design and deliver cutting-edge counterintelligence training, insider-risk programs, and compliance solutions for U.S. government and defense industry clients.

Mr. Sparks earned a Master of Science in Management from Troy State University and a Bachelor of Science in Criminology from Wayland Baptist University. His professional education includes the Advanced Foreign CI Training Course, FBI National Academy, and Computer Investigations for CI Special Agents course.

Today, as Co-Founder and CAO of IXN Solutions, Scott Sparks leads initiatives that merge human intelligence tradecraft with data-driven analytics, advancing IXN’s mission to modernize counterintelligence through innovation, integrity, and education.
